How are traffic cameras legal?

The ones that take a pic and send a ticket to your house shouldn't be legal. Since running red lights, speeding, improper lane changes are all driver based offenses then how is it that they can take a picture of the back of the car and issue a ticket? What if you had the car at the mechanics and he was test driving the vehicle? Or someone borrowed your car? The idea has good intentions, but it simply isn't a good solution.
