So I was wondering what the little black cameras are. (The ones that are tiny compared to the larger gray ones that you see at corners, the black ones were more in the middle of the pole with the traffic signals.)

It's quite possible that those are not cameras at all. They may be vehicle sensors that detect the presence of a vehicle waiting at the intersection and prompts the computer to change the light from red to green. If they are mounted just above the light they probably are sensors. Cheers!!Traffic Light Cameras?
If I'm not mistaken, those are mostly in place just for officers at a central location to monitor larger intersections for accidents, etc. in order to speed response. I suppose they may also be used to aid in investigating who was at fault in such accidents. Or possibly to locate and track a particular car fleeing from the scene of a crime, etc.
But generally they're not used to ticket people for moving violations such as speeding, running a red light, etc.
