What does a traffic camera detect?

Can a traffic camera detect whether it is a stolen car, whether it has insurance? Or its only job is to check your speed? What does a traffic camera detect?
Define "traffic camera".

There are cameras which are purely to monitor for congestion and accidents etc.

There are ANPR cameras which link to the insurance/tax databases etc to detect illegal cars

there are speed cameras which only "detect" speed.

There are cameras which "detect" red light violations

and nowadays there are cameras (CCTV) which detect traffic violations (box junctions, illegal parking, u turns etc).
Actually there is a difference between a traffic camera that detects speed and traffic.

A camera that detects speed is generally called a speeding camera. This camera is designed to catch speeders, and it takes a snapshot of their back license plate. If the violator is caught they will receive a ticket in the mail within 15-20 days.

A traffic camera is designed to check the flow of traffic and make sure that traffic is not stopped for a long period of time at lights. For example, traffic lights run on a timer and they run in conjunction with traffic cameras. If the camera sees that a light is held too long then the light will turn green based on the volume of traffic. Basically the traffic camera monitors the volume of traffic. It does not detect speed nor does it check to see if a car is stolen or has insurance. What does a traffic camera detect?
Actually, sensors in the road detect whether the vehicle is speeding or running a red light. The camera just takes a picture to identify the vehicle.

Some of our sheriff department's cars have camera systems that can read license plates, check them against Department of Motor Vehicle registration lists, and alert the deputy if the car is unregistered or stolen.
speed cameras detect the speed of a vehicle and flash them if they're obviously doing over the set limit for the road

traffic cameras on the motorways most of them generally connected to check the flow of the traffic etc (how we get the whole story of news on which roads are delayed by traffic, an accident etc), the police ANPR ones I think don't nessecaraly detect your speed but tell whether the cars insured, taxed, moted, got a licensed driver, register keeper, or if its been reported stolen or involved in crime of any type or got a marker for anti-social driving etcWhat does a traffic camera detect?
i think the traffic cameras are the ones that are actually like the CCTV cameras and are the ones that are used for for traffic updates and views and speed cameras are thee ones that just detect speed
Only speed and traffic violations.
