Can the traffic camera identify a car with a temporary license sticker? (without real car plate)?

I see a lot of new cars don't have car plate installed, I was wondering how can cameras work with them? They only have a small sticker (temporary license) on the front window, but the text on the sticker is very small, i don't think cameras can capture it clearly.Can the traffic camera identify a car with a temporary license sticker? With technology as advanced as it is, I'd say yes. I highly doubt those cameras are of poor quality. They're probably good quality and have a high resolution.
