Little cameras on traffic lights?

I accidentally ran a red light at a stop light that had a tiny camera on top of the poll. It was not a red light camera. I have heard that those small cameras are only there so that emergency vehicles can turn the light green and also i heard that it is only a sensor for when to turn the light red or green. Will I get a ticket for this?Little cameras on traffic lights?
These are sensor's for emergency vehicles, the flashing lights trigger the sensor and turns them to green so the vehicle can pass

Those little cameras are only to monitor the intersection. Generally, if you don't see a flash you're not getting a ticket.
