Sometimes you may see a camera at an intersection but it may be for monitoring traffic rather than enforcement. Second, did you notice any flashing lights? If yes, then the intersection is most likely equipped with photo enforcement cameras and your pictures were taken while in the intersection. If so, did you enter the intersection while the light was yellow? It is legal to enter the intersection while the light is still yellow.
