Why aren't there traffic cameras throughout the LA Highway System?

Obviously road rage and other incidents would drop considerably if there was signage accompanying cameras throughout the Los Angeles Highway System.Why aren't there traffic cameras throughout the LA Highway System?

L.A. traffic can be frustrating, but have you ever lived elsewhere in the country, particularly the Northeast? L.A. drivers are polite by comparison.
