Can traffic and speed cameras identify a presumed suspect at night?

They usually don't take pictures of the individual in the car. They take a picture of the license plate. The ticket is sent to the owner of the car and it is the owner's responsibility to prove it wasn't them if someone borrowed the car.Can traffic and speed cameras identify a presumed suspect at night?

Yes. Here in my city, the cameras have a flash on them, so they get a picture of the license plate, and everyone in the front seat. They black out anybody that isn't the driver to protect their identity.
