What are these strange traffic cameras?

The city I live in has some weird traffic cameras... they are mounted under the light posts, not on top and are half-sphere shaped. I don't think they are red-light cameras because every other red light camera I have seen is mounted above the light high up and not a sphere shape, but the white box-shaped ones that are obviously a camera. I think these other ones I am seeing might be traffic monitoring cameras, but I don't know what those look like and cant seem to find out, so I'm not sure. Anyone have any idea what these low mounted, half-sphere shaped cameras could be?What are these strange traffic cameras?
They are traffic monitoring 360 degree cameras. At least thats what i've been told by LEO friends. They are mounted in high traffic and high crime areas. They were smiling when they said it.

They are all the same just that there are cheaper to expensive kinds of cameras. Just to say they take pictures of illegal driving so you know. They flash a light if someones been caught.
They are laser speed/measuring sensors used to detect when the car entered the intersection on a red light. This is so the camera does not have to take a picture with every red light. What are these strange traffic cameras?
in the St Louis area we have 2 types of traffic cams. On the freeways, they are there for accident investigations. There are also 'red light cameras'.

They automatically get your picture if you run a red light and you get a ticket in the mail, even if your friend barrows your car and runs it, you are responsible for the ticket.
