I got a traffic ticket from NYPD officer who was in the marked police car and turn on the lights and stopped me. I got two tickets for one traffic infraction. My question is do regular NYPD (not a highway patrol) cars have a cameras and will the officer bring records to the court for traffic infraction if he has it.

Squad cameras only face directly in front of the car. If the violation was observed off to the side, or if the officer did not turn the camera on until he stopped you, the violation may not be recorded. If that is the case, there is no reason for him to bring the video to court.
You can request a copy of the officer's report and a copy of any video through the Freedom of Information Act.
