Can you be fined from just a regular traffic camera?

ok, so here is the scenario:

Someone is driving and the stoplight before the person turns red, the person stops and waits.

While waiting, the person starts talking to the passenger. the arrow light turns green and the vehicle beside the person starts to go. the person hasn't been paying much attention so the person starts going. the light for forward/on going traffic is still red. the person realizes this but panics and keeps going through the red light.



there are no red-light traffic cameras, but of course there are the standard traffic cameras present at every stoplight.



can the person be fined from just the regular traffic camera, or can the person only be fined if there is a red-light camera present, that catches the violation?



and no this didn't happen to me, it happened to a friend of mine and im curious as to whether or not she'll get a ticket.

Not sure where you live so the answer could vary.



I know in California there are not traffic cameras at every, most, or almost any intersection. As for getting a ticket from one, absolutely not. The rules are very strict for traffic cameras in this state and a random uncertified set up would not be valid.Can you be fined from just a regular traffic camera?
The way I understand it is, when the ligjt turns red the camera catches a image if their is movement. I think your okay if it has been red for a while. I have had more tickets than I can count for running a yellow light that turns into red.
