How do you view traffic light cameras in Broward County, FL?

My understanding on this subject is once a person receives a citation in the mail, it will have a designated website to go on and an assigned password which would only allow this person to view his/her alleged violation. The website cannot be accessed or viewed without the aforementioned information to input.
