Those boxes you mistake at the top of the traffic lights for cameras are actually sensors. They detect movement from each direction and determine which area has the priority for the right of way in the intersection.
Overland Park only has cameras at a few of the major intersections which are for the traffic department to use.
That particular intersection and the one at 97th and Quivira do not have cameras. The closest traffic light with a camera is the one located at I-435 and Quivira.
