Hypothetically speaking if a ticket was mailed to you to an old address the post office should foward any mail to you at your new address - assuming you up dated your information. But ignorance of an offense is no excuse to plead inoccent either. You are responsible for any fines any infractions may incur. So if you somehow got a ticket and it was mailed to the wrong place, its still your responsibility to take care of it.
Now if the courts to make an error and mailed the ticket to the wrong place, that doesn't mean you're off the hook, they just can't increase any fines or penalties because of the mailing error - unless if was you who failed to notify the post office of a change in your mailing address.
As far as having a warrant out for you. Well if they do place a warrent out on you, it will be a bench warrant. So only if a cop gets real board and decides to book you, or you get pulled over again or get caught doing something illegal, will you ever be arrested. And if that happens they will detain you and write you a new court date and probably let you out with the day (unless its a friday) and that'll be that as long as you show up for court.
But yeah like everyone else is asking - how would know you have the ticket? If you think you got a ticket, but didn't get it in the mail then you are obligated to contact the country court clerks office (or what ever equivilant to that in your area) and ask about any tickets or warrants in your name.
contest and plead NOT GUILTY.. Tell judge that camera can be altered and manipulated .If judge ask how.. give him list of softwares that can change videos.Tell judge that the camera company (private company) is doing this because they want to be in contract with gov.

Are you talking about the red light cameras? In NC, those are not enforceable with arrest; they are privately run. You can be sued civilly, but not much else can happen.
No, a warrant cannot be issued on a traffic light citation if you do not pay it. Traffic light's are monitored by a private company and not the police department. The only thing that can happen if you don't pay it is, the DMV can refuse to renew your registration on your vehicle.
It's still your problem since it's your responsibility to make sure the DMV has your correct address on file. Also, even if the Postal Service were to lose it, all that's required for a summons is a good faith effort. And THAT will be recorded in the logs in the clerks department.
In the second case, you might be able to make an argument in court if you diligently researched case law and precedent for rescinding the added late penalties, but the cost of doing that kind of research would probably be more than the penalties. And you'd still have the basic fine.
So, even theoretically, you're still out of luck with your scenarios.
