Just because a picture was taken does not mean you will receive a ticket - the picture will be reviewed and they may decide that they cannot prove there was any violation. In addition, there is one "get out of jail free card" - if you had a passenger in your vehicle, they cannot issue a ticket (as it is a violation of privacy for them to send you a picture of anybody but yourself). Because of the privacy issue, they DO review all pictures before issuing a ticket. Because every single picture is reviewed, if you do receive a ticket it's pretty darn hard to get out of.
If you are sent a ticket and still feel that you are innoecent, you are allowed to contest the ticket in court. At the courthouse, they will show you the full video of the event (from which the pictures you receive in the mail were taken), at which point you will be able to make a decision to go through with the hearing or not. Because of all the documentation they have, you will find the case nearly impossible to win. Be careful: If you contest the ticket and lose, you may find your penalty even worse than if you never contested at all. (For example, in California - if you contest the ticket and lose, you can no longer go to traffic school to get rid of the points on your license.)
If you have doubts though, you may as well go the courthouse to check the rest of the documentation yourself - and then with that information, decide whether you would like to go through with contesting the ticket.
