There are small camera like things above traffic lights in the city that I live in. Someone told me that they are just motion sensors, what is the purpose of these cameras? Do they just monitor traffic? Can they give tickets if someone runs a red light or speeds for example?

These cameras are too small to be for red light runners. As mentioned previously, these would also have a flash for the camera (usually at least two so they can get front and rear license plates).
These are likely to act as detectors for the signal to know when a vehicle has approached from that direction, to trigger the signal to change. These are called video detectors, and they are used instead of the loops in the asphalt, since they would not be damaged when the roads are repaved or utility companies come and dig up the road (and cut the loops as they do the work). If there are cameras facing all approaches to the intersection, then it is video detection.

Speed cameras are big and bulky and usually have a separate flash unit so they can work when light is low. The cameras you are talking about are probably just for monitoring traffic conditions. I see them where I live too.Cameras above traffic lights?
Yea when i noticed them, I was very curious too. They are there to monitor traffic and give out tickets if someone violates the law. some ofthem could be motion sensors while some are cameras.
