There are things in the road that tell the lights when to change. They are sensors that pick up on cars/weight of them (think weight)

A single camera might be for observing traffic, but cameras covering every direction at an intersection are most likely red light cameras to catch people running red lights so they can mail you a ticket without even pulling you over. In neither case do they control the lights.

Yes, the white cylindrical thing, those are usually traffic flow cameras. The little gray things are the light changing sensors the cops use to change a green light.

Those are traffic cameras, used by police and other agencies to monitor traffic. They are not used to change lights from red to green.
