The registered plates address is where it goes BUT the driver is also on the photos in cause the registered owner states this was not him/her. Then the courts will fine the actual driver if the registered own has proof this was not them .

The initial red light ticket is issued to the registered owner of the vehicle. However, if the owner was not the driver at the time, then the owner must fill out the affidavit of non-responsibility and identify the driver of the vehicle. The courts do not simply accept "it was not me" explanation even if it truly was not the registered owner driving at the time.

they dont ticket the driver, like it wont show up in the point system on your license. what they'll do is mail you the ticket in the mail with pictures of your car and license plate and the amount.

Generally the cameras take a picture of the driver as well. It is the responsibility of the registered owner to identify who was driving their vehicle at the time so that that person can receive the ticket.
Yes. And I'm sure the registered owner, seeing a picture of you in the car and not himself and the date you borrowed his car, will turn you in so they don't charge him with the ticket.
They send you the ticket caz the camera catches your plate and accseses your info were it gets ur adress
