I was following someone the other day and the light just turned red and i went though it although the other side had not turned green yet. The same signal that activates the red light powers up the camera.
You may or may not get a ticket - I don't know if there's any kind of time stamp on the picture which shows how long the red light has been on before the picture was snapped, but I would think that there must be a little wiggle room there.

It's instantaneous. As soon as the light is red, if you're in the intersection, it'll take your photo. I've driven through a light that went from yellow to red while I was in the middle and it still took my pic. Annoying, I know. But I never got a ticket in the mail.
