I live in southern california and i was driving around 40 on a commercial street at around 9 at night. And I barely ran a red light by less than a second, there was a tiny camera above the street sign, not one of those big box cameras with the light for flash visible, it was just a little white camera. Some people have told me if i got a ticket i would have seen a really noticeable flash which i didnt so im really uneasy about the situation, anyone with knowledge on the subject that can help?

there has been far too much contreversy about california traffic cam scam so a majority of them have come down or are in the process of comming down. Those photo radar sites are the big box with the flash and the whole 9 yards, including warning signs the intersection before, There is a lot of buzz on the internet and right now red light tickets are voluntary any way. Im pretty sure you have not been cited for a ticket. DOT department of transportation has hundreds of cams all over the state that is used for monitoring traffic flow. It was probably a camera from a news station or something used for traffic reports or street conditions
The mounting location of the camera is dependent upon the intended function of the camera. Cameras at intersections can be used for:
1. Red light runners
2. Vehicle detection to detect the presence of a vehicle waiting for a green light
3. Traffic monitoring so that the traffic engineer will know how well traffic is moving (probably not at night, though)
4. Emergency vehicle preemption system that temporarily changes the operation of the signal to favor the emergency vehicles
5. Some private companies have permission to mount cameras at high accident locations to record accidents. Then these companies sell the video to defense lawyers for their clients. This use could be a liability against the city as well as a defense in favor of the city (two-edged sword).
6. Traffic counting
They are generally not for speed detection at intersections. It's very rare that anyone goes 10 mph or more over the speed limit through an intersection (but not unheard of). Usually, they are already being pursued by the police.
If it were a red light camera, you most definitely noticed a flash at that time of night. Red light cameras usually trigger about 2 seconds AFTER the light turns red if a car enters the intersection on the red.
